Submission

In this joint submission, the National Mental Health Consumer and Carer Forum and the MHCA discuss human rights and equal recognition before the law for people with mental illness and psychosocial disability. The submission makes a series of recommendations about nationally consistent approaches to legal capacity, supported decision-making, advance care planning, mental health legislation and restrictive practices.

In May 2013, the Mental Health Council of Australia and the National Mental Health Commission co-hosted two workshops on targets and indicators for mental health reform. At the first workshop mental health consumer and carer representatives discussed their priorities for targets and indicators.

Submission

The National Mental Health Consumer and Carer Forum and the MHCA strongly support the development and implementation of a National Carer Strategy, in particular a consideration of issues for specific groups, as their needs and issues are quite distinct form other carers.

The MHCA and the National Mental Health Consumer & Carer Forum applaud the Mental Health Standing Committee for its recognition of the role of recovery as critical to the implementation of better mental health services. However, both organisations are disappointed that while the principles provide a general overview of recovery it is clear that neither the principles nor the suggested standard reflect broad consultation with consumers and carers about what recovery might mean in the context of delivery of mental health services in Australia.
