Submission seeking amendments to the permanency requirements for people with psychosocial disability in the NDIS Act

This submission was made to the Senate Community Affairs Legislation Committee inquiry into the National Disability Insurance Scheme Amendment (Quality and Safeguards Commission and Other Measures) Bill 2017 (the Bill).

Schedule 2 of the Bill contains a range of amendments to the National Disability Insurance Act 2013 (the Act) as a result of the review of the Act by Ernst and Young in 2015.

The submission asks the Committee to consider amendments to section 24 of the Act (which contains the eligibility requirement that impairments be permanent) to ensure that the NDIS meets the needs of people with severe mental illness and psychosocial disability and aids their recovery.
